VIC:Royal wedding fever hits Melbourne

MELBOURNE, April 29 AAP - A life-size cutout of Prince William and Catherine Middleton
standing in the foyer of the Windsor Hotel may have been the most photographed attraction
in Melbourne this week.

Windsor Hotel CEO David Perry estimates that 5,000 people have had their photo taken
with the cardboard pair since they arrived a month ago.

"It just brings a smile to everyone's face," Mr Perry said.

Its appeal could be a metaphor for the wedding fever that has hit Melbourne and the world.

"I think the world is so thankful after such natural disasters and terrible things
going on in the world this year that there's a good news story," he said.

A lovely end to the fairytale for the Windsor Hotel - given its name after a visit
by the Prince of Wales in 1921 - would have to be a honeymoon visit by the royal couple.

"I can't confirm if we're holding any reservations for any Windsors in the next month
but there are bets about Australia being the preferred destination for their honeymoon,"

Mr Perry said.

Visitors of the hotel on Friday morning seemed unable to walk past the royal couple
without pulling out their cameras and taking a picture.

Dot Begley, at the hotel for lunch, said the royal romance seemed like the real thing.

"I think it's a true love story. They're well-suited," she said.

"You can tell by the way he looks at her and how she at him."

Her friend Jane Orford said a lot has changed since Princess Diana's time.

"She's been well initiated into the royal family and more aware of what she's in for
than Diana was at 19," she said.

Helen Sutherland said she would tune in to the wedding to see what the new princess was wearing.

She said that she was in London when the prince's parents married.

"I couldn't actually see very much and it was very crowded," she recalled.

The Windsor's front bar will show the live telecast of the wedding on Friday night,
while Federation Square in central Melbourne will also have the nuptials on its big screen.

OBESITY WARNING

Governments need to do more to tackle the world's rising obesity problem by introducing
policies designed to help whittle down people's waistlines, experts say.

Research by Australian experts found obesity has been rising for 40 years and will
continue to do so for another four decades if governments do not take decisive, policy-driven
action.

Professor Boyd Swinburn and Dr Gary Sacks of Deakin University's WHO Collaborating
Centre for Obesity Prevention mapped the rising epidemic as part of a series of papers
published by The Lancet ahead of the first UN High-Level meeting on non-communicable diseases
in September.

"Governments have largely abdicated the responsibility for addressing obesity to individuals,
the private sector and non-governmental organisations," Prof Swinburn and Dr Sacks wrote.

"Yet the obesity epidemic will not be reversed without government leadership, regulation
and investment in programs, monitoring and research."

The researchers pinpointed the obesity epidemic as beginning in most high-income countries
in the 1970s and 1980s.

In the first half of the 20th century, people exercised less, due to increased mechanisation
and motorisation. But they also ate less, meaning obesity rates were low.

The researchers said a "flipping point" occurred in the 1970s when the sedentary population
began eating more due to the push effect of more readily available, cheaper, high-calorie
foods.

In Australia, about one in four adult woman are obese. In some regions, such as Western
Australia, obesity has overtaken tobacco as the largest preventable cause of disease.

MS RELIEF

The go-ahead has been given in Britain for further research into a procedure which
could relieve symptoms for some people with multiple sclerosis.

The procedure, called percutaneous venoplasty, aims to improve blood flow from the
brain by using a small inflatable balloon or stent to widen narrowed veins in the neck
which carry oxygen-depleted blood.

MS affects the central nervous system by interfering with the transmission of nerve
impulses in the brain, spinal cord and optic nerves. An estimated 20,000 Australians have
MS.

Britain's National Institute for Health and Clinical Excellence (NICE) is proposing
in its draft guidance that the new procedure should be used in the context of research
only, so further evidence on its safety and clinical efficacy can be developed.

It has been suggested that there could be a link between narrowed veins - called chronic
cerebrospinal venous insufficiency, or CCSVI - and the progression of MS.

SAFFRON EFFECT

New research has found that the spice Saffron could help prevent liver cancer, the
third leading cause of cancer deaths in the world.

Scientists gave saffron to rats with liver cancer and found the spice helped stop cancer
cells developing.

"In the fight against cancer there has been much interest in chemopreventive properties
of natural herbs and plants," Professor Amr Amin from the United Arab Emirates University
wrote in a study published by the journal Hepatology.

"With limited treatment options, approaches that prevent cancer development are among
the best strategies to protect against the disease."

Previous studies have found saffron has antioxidant, anti-cancer and anti-inflammatory
properties.

ANTIDEPRESSANTS 'CUT CANCER RISK'

Some antidepressants could cut the risk of bowel cancer and a type of tumour that grows
in the spine or brain, British researchers say.

Tricyclic drugs, which are frequently prescribed for patients needing antidepressants,
cut the risk of bowel cancer by between 16 per cent and 21 per cent, a study has found.

They also help reduce the chance of developing a type of tumour called glioma by between
41 per cent and 64 per cent.

The study by experts at the universities of Nottingham, Warwick and Lincoln found people
had a lower cancer risk the longer they had been on the drugs and if they took them at
a higher dose.

Using GP records, the team identified 31,953 cancer cases for the study, published
in the British Journal of Cancer.

Analysis showed that people taking tricyclic antidepressants had a much lower risk
of glioma and a lower risk of bowel cancer.

Incidence of lung, breast and prostate cancer was largely unaffected by antidepressant use.

The team said the research suggests "tricyclics may have potential for prevention of
both colorectal cancer and glioma".

DOWN DISCOVERY

People with Down syndrome often have poor balance and motor coordination because their
key eye reflexes are substantially altered, a scientist has discovered.

University of Colorado School of Medicine researcher Dr Alberto Costa studied 32 people
with the genetic disorder aged between 14 and 36.

He used special binocular goggles to measure eye movements in response to visual and
vestibular stimuli.

His focus was the cerebellum which is responsible for balance, posture and movement control.

"Although we have known for many years that the cerebellum is disproportionally shrunk
in persons with Down syndrome, we wanted to find out how their cerebella operated on a
functional level," Dr Costa said.

"We found that people with Down had much diminished optokinetic and vestibular reflexes
compared to typically developing individuals. As a consequence, it is likely that things
may appear blurry when they ride a bike or play sports."

Dr Costa's study was published by the journal Experimental Brain Research.

Fed: Clamp down on foreigners buying property

The federal government has reportedly moved to make it more difficult for temporary
residents to buy property in Australia.

Fairfax and News Limited newspapers say the government has mounting evidence that overseas
investors are buying a greater number of houses and apartments in Sydney and Melbourne
.. contributing to rising property prices.

The change comes after the government relaxed foreign property investment rules only last year.

Assistant Treasurer .. NICK SHERRY .. says he will reinstate many of the old restrictions
on foreign property investment and impose tougher penalties on those breaking the rules.

CANBERRA, Dec 10 AAP - Stanley Melbourne Bruce is best remembered as the nation's first
prime minister to lose his own seat.

But a new exhibition at the National Archives in Canberra presents other facets of
the man who served as Australia's eighth prime minister.

It showcases many of Bruce's personal objects, including war medals, privy councillor
and golfing uniforms, as well as his Freemason's apron.

And they are used to tell the story of Bruce's life before and after his prime ministership
(1923-29), heading the Nationalist-Country coalition.

Objects include a Military Cross, awarded for service as part of the Gallipoli campaign
in World War I and photographs of his time as the High Commissioner to London, 1933-45.

Curator Tracey Clarke says the enduring image of Bruce is a wealthy but snobbish businessman
and as the first prime minister to lose his seat.

"But what this exhibition shows is that he had a very distinguished career, and contributed
a lot both internationally and at home," she told AAP.

Stanley Melbourne Bruce - Prime Minister and Statesman - opens on Friday and runs through
to May next year.

Jumps racing in Victoria has suffered another fatality .. after the death of jumper
ROUGH NIGHT in the state's west on Sunday.

Animal welfare organisation Animals Australia says ROUGH NIGHT fell and broke a leg
during the steeplechase at Warrnambool.

It says the seven-year-old horse was euthanased on the track.

It's the tenth jumps racing death this year.

Teenagers caught with fake identification will be punished with an extra six months
added to the term of their p-plate licences.

Under the program .. to be introduced early next year .. police will pass the details
of teenagers caught with fake ID to the Roads and Traffic Authority and six months will
automatically be added.

The extra six months would take the minimum time spent on a provisional licence to
three-and-a-half years.

Gaming and Racing Minister KEVIN GREENE has told News Limited the penalty will also
be retrospective for those caught with false ID's who've yet to gain their p-plate licence.

Mr GREENE says having to stay on your p-plates well after your mates are on their full
licence might just get the message through to young people.

SYDNEY, April 15 AAP - Sydney woman Lauren Huxley appeared to be troubled in the fortnight
before she was attacked, a classmate has told the NSW Supreme Court.

Ms Huxley, 21, suffered permanent brain damage and spent 23 days on life support after
she was savagely beaten and left for dead in her home in the western suburb of Northmead
in November 2005.

The marketing student, who was 18 at the time, was doused in petrol and the house was set alight.

Robert Black Farmer, 39, also of Northmead, is standing trial for her attempted murder and arson.

Detective senior constable Steve Sayers told the court today none of the fingerprints
found in the Huxley home matched Farmer's, including prints on the back gate and door
which remained unidentified.

Ms Huxley's TAFE classmate Reema Wehbe said the teenager had appeared particularly
troubled in the fortnight before the attack.

"I just thought there was something a little wrong, she seemed a little more lost than
usual," Ms Wehbe told the court.

When she had asked Ms Huxley if anything was bothering her, she had replied, "No, I'm fine".

"Maybe I'm just reading her wrong," Ms Wehbe told the court.

Ms Huxley was a quiet, well-liked student who generally seemed happy but volunteered
little information about herself, Ms Wehbe said.

She could not recall Lauren saying anything that might have indicated why she had been
attacked, she said.

"I only know that she told us that she was going home to do her assignments that night."

The trial continues before Justice Peter Hall.

Federal Environment Minister MALCOLM TURNBULL .. says a report saying Australia's failing
to meet its pollution emission targets .. is nothing more than a political stunt.

Mr TURNBULL's totally dismissed claims made by The Climate Institute .. which says
Australia's likely to overshoot its Kyoto Protocol target of producing 108 per cent of
1990 greenhouse gas emissions by 2010.

He says Australia IS on target .. and the institute's only motivation was to get a
cheap headline.

Mr TURNBULL says the report's wrong because it hasn't taken into account the whole
of the carbon balance .. and has expressed views about 2007 without any reliable basis.

An elderly man has been found dead .. in a fire-damaged house in Melbourne.

Rescue workers found the man about 5.40pm (AEST) at the house in Kew .. where a single
room was burnt out.

Police say the cause of death is unknown.

They say there's no suspicious circumstances .. and the man's body will require a post-mortem
examination.

FED: PM unlikely to reveal much to Cole inquiry - Rudd

BRISBANE, April 12 AAP - Prime Minister John Howard's appearance before the Cole inquiry
tomorrow is unlikely to lead to any findings against his ministers, Opposition foreign
affairs spokesman Kevin Rudd says.

The inquiry is investigating almost $300 million in kickbacks paid by wheat exporter
AWB to Saddam Hussein's regime under the United Nations' corrupt oil-for-food program.

But Mr Rudd said the inquiry only has the power to determine if the AWB has committed
criminal offences or not.

"This inquiry has one hand tied behind its back," he told journalists in Brisbane.

Mr Howard will be the first prime minister to appear before a judicial tribunal since
Bob Hawke in 1983.

Foreign Minister Alexander Downer and Trade Minister Mark Vaile appeared before the
inquiry this week to outline what they knew of the payments.

"Let's see what the prime minister says ... when he appears," Mr Rudd said.

"But I've got to say the terms of reference are so stacked that the likelihood of this
commission being able to reach a determination about whether these ministers (Downer and
Vaile) did their job or not are extremely limited."

Mr Rudd said Mr Howard's single defence in the scandal was that of incompetence.

"His government was too incompetent to find out what the AWB was up too and too incompetent
to investigate the allegations about the AWB at the time," he said.

"The key challenge for the PM if he has nothing to hide is to widen the terms of reference
and the powers available."

SYDNEY, Aug 11 AAP - A 14-year-old boy was one of five people who allegedly gang-raped
a 16-year-old boy with a rolling pin, a Sydney court has been told.

The 14-year-old today faced Cobham Children's Court charged with aggravated sexual
assault in company.

He also is charged with taking and detaining a person for advantage, malicious wounding
and assault occasioning actual bodily harm.

According to a police statement of facts tendered to the court, the accused, along
with two men aged 18 and 20 and two women aged 17 and 19, met the 16-year-old boy at Mt
Druitt in Sydney's west last Tuesday.

They befriended the teenager and lured him to a nearby unit with the offer of alcohol.

The owner of the unit, a woman aged 50, knew the group and allowed them to enter at
about 9pm where they began drinking, the facts said.

At one point, one of the adult males became agitated and punched the boy in the face,
knocking him to the ground.

The accused then began punching and kicking the boy while he was crying on the ground,
police said.

"While this was happening, the two girls were laughing and the resident was having
a cup of tea," the statement said.

The court was told the unit owner then went to bed before one of the men threatened
to kill the boy while the group brutalised him with a knife, fork and scissors.

The teenager also was forced to perform oral sex on the two men and was repeatedly
sodomised with a rolling pin, the facts said.

"The (victim) could hear laughter from the other persons while this was happening and
he was calling out for it to stop," the police statement said.

"This whole ordeal took place over a lengthy period of time."

The teenager escaped the unit in the early hours of the following morning after jumping
over a fence and alerting neighbours.

Covered in blood, he was taken to hospital and released a day later.

The court was told that during a police search of the unit, officers uncovered biological
evidence and seized a wooden rolling pin from a garbage bin.

The 14-year-old boy was arrested and charged yesterday at his home at Shalvey, in Sydney's west.

Magistrate Terence Murphy refused him bail and remanded him in custody to reappear
in Cobham Children's Court on August 16.

Investigations into the case are continuing and no other charges have yet been laid.

GRAFTON, NSW, Dec 8 AAP - Russell "Mad Dog" Cox made another dash for freedom today,
but this time it was a legally sanctioned escape.

Hiding his face behind an envelope, the notorious bandit and prison escapee led a posse
of media through the streets of Grafton in NSW in a dramatic chase after being freed from
jail on parole.

He then used a few tricks a robber would be proud of to make a final getaway.

Tonight Cox, 57, a career criminal once called Australia's most wanted man, was planning
a new life in Queensland after serving 29 years and four months in prison.

He told guards in the Grafton Correctional Centre that he was intent on leading a normal life.

Cox, released under strict parole conditions, had contemplated making a statement as
he left Grafton jail a free man.

But in the end he remained mute when he stepped out of the front gate, tightly holding
the envelope over his face and wearing a straw hat, green jacket, sweat pants and running
shoes.

"After being inside for so long he is nervous and I suppose that is the reason he doesn't
want to have any fuss as he leaves," explained Corrective Services north west region commander
Donald Rodgers.

"He's just eager to leave the prison and get on with his life."

But first the only man to escape from Long Bay's infamous Katingal maximum security
complex in Sydney executed a perfectly planned escape from the media swarm.

Prison chaplain Ian Bailey, a former speedway driver, drove Cox away from the prison
gates with media vehicles in hot pursuit.

As television cameras closed in Cox leapt from his car, ran through a busy Grafton
arcade, across a street and through a second arcade before fleeing in a waiting back-up
car.

Cox was last seen driving out of town towards a less than warm welcome in Queensland.

"I wish he would stay elsewhere," said Queensland Premier Peter Beattie.

"I'm not very excited about it, no, but he's done his time.

"He needs to be very careful while he's here, if he breaches the law or commits any
offence then he will go back to jail."

Cox, born Melville Peter Schnitzerling, was sentenced to life after a failed 1975 escape
bid from Long Bay during which he kidnapped two warders at gunpoint.

In November 1977 he successfully broke out of Katingal and spent 11 years on the run
before being recaptured in a shoot out with police during a payroll van robbery in Melbourne.

In 1996 the NSW Supreme Court reduced his sentence to a minimum 29 years and four months
and recently the state's parole board ruled Cox had made "remarkable and successful efforts
at rehabilitation".

Today's release was opposed by NSW Opposition justice spokesman Andrew Humpherson,
who described Cox as a career criminal who had not spent enough time behind bars.

NSW Premier Bob Carr said the decision was out of his hands.

"This is the justice system making a decision, I can't overrule it," he said.

Cox was woken at 7am today and ate a final prison breakfast of cereal and toast. A
crowd of about a dozen spectators watched his release shortly after 9.30am (AEDT).

"I guess they'll make a movie about him so I wanted to have a look,' said Grafton resident
Andrew Taylor.

A former inmate who said he knew Cox well predicted the reformed bandit would make
a model citizen.

"I guarantee you will never hear from him again," said the ex-prisoner, who asked to
be known only as Rod.

"He won't even run a red light. He won't fart in public."

Cox is set to take up a job as a labourer and cleaner in Queensland. He is expected
to meet Queensland Corrective Services officers on Friday and will be required to report
at least weekly.

He'll also have random visits by parole officers and may be subject to drug and alcohol testing.

For twelve years I was a victim of the 'Great Thyroid Scandal'; It took Gayle Coyler a decade to convince GPs they were giving her the wrong medicine for her underactive thyroid. Are thousands suffering the same plight?(Features)

For Gayle Coyler, the past decade has been a battle. Not only did it take two years to be diagnosed with an underactive thyroid - despite suffering symptoms including extreme weight gain, exhaustion, depres- sion and joint pain - but it took nearly another ten for her to convince doctors that she had been prescribed the wrong medication.

'Between 2001 and 2002 I put on nearly five stone, I was constantly tired and I couldn't concentrate,' says Gayle, 44, a business support manager. 'Throughout this time I visited my GP but I was told my symptoms were due to my weight, the stress levels from my job and being a single parent. The possibility of a thyroid con- dition was never mentioned. By chance, a colleague had suffered the same symptoms and been diagnosed with thyroid disease. She told me I might have the same.'

Gayle, from Whitstable, Kent, booked an appointment with her GP to ask for a test. 'Despite still insisting my problems were down to weight and stress, he agreed. A week later the test came back positive and I was diagnosed with hypothyroidism,' she says.

The thyroid is a gland located in the neck. It produces a hormone called thyroxine (T4). The body converts this into a hormone called triiodothyronine, (T3), responsible for regulating the body's metabolism, the rate at which it burns energy. Hypothyroidism occurs when the thyroid cannot produce enough thyroxine or cannot convert it into T3. The condition affects 15 in every 1,000 women and one in 1,000 men in Britain.

Gayle was prescribed synthetic thyroxine, taken in tablet form, and told to return every six months for a hormone test. Over the next two years her dosage was trebled, but her symptoms failed to improve.

'I tried to explain that the medication wasn't working but the doctor said my weight and lifestyle were caus- ing the problem. It was exasperating,' she says.

In late 2004 Gayle moved from Kent to Bristol and was referred to see an endocrinologist at Bristol Royal Infir- mary.

'As soon as I walked through the door he said he didn't know why I was there,' she says. 'He told me that my T4 levels were fine, that the drugs had worked, and suggested that the problem was that I was a couch potato. At the time I was senior supervisor for a team covering the whole of South Gloucestershire and Bristol, so I was far from inactive.

I left in floods of tears feeling as if I would never get taken seriously.' In the following years, Gayle saw many doctors, each dismissing her concerns. In desperation, she turned to the internet and came across a website run by Dr Barry DurrantPeatfield based in Surrey.

On his site, it explained that he had left his job as an NHS GP in 1980 to open a private practice to offer treatments that the NHS would not, and written a book called The 'Great Thyroid Scandal'nd How To Survive It, about how synthetic thyroxine does not work for everyone.

'I saw Barry in March last year. He asked for all my blood test results and for me to keep a diary of my food intake, blood pressure and temperature when I woke for a week.

'When he saw my results he told me he knew exactly what the problem was. I was not converting the T4 form of the hormone into the active T3 form, so while blood tests showed I was fine (they only monitor T4 levels), this was far from the case. I could have cried I was so happy. It felt as if there was a light at the end of this long tunnel.'

In 2001 Dr DurrantPeatfield was suspended by the General Medical Council for his stance on thyroid disease treatment and subsequently gave up his licence to practise, meaning he can no longer prescribe medicine. However, he recommended Gayle purchase a synthetic T3 supplement through a website.

'Within two months I'd lost more than two stone and felt like a new person. Friends told me the ''old Gayle'' was back - for me it was nothing short of a miracle.' Since then Gayle, whose son Tom is 23, has finally been prescribed the T3 supplement on the NHS after her GP attended an endocrinology confer- ence and heard about Dr Durrant- Peatfield's theory and how it worked for many patients.

'Now I can get my medication on prescription which is unheard of, but similar to many GPs, mine is afraid of going public,' she adds.

Gayle is not alone in her plight. An esti- mated 250,000 UK patients are suffering with the same con- dition, and are either being misdiagnosed or prescribed incorrect medication because of NHS testing guidelines and attitudes to synthetic T3, according to cam- paign group Thyroid Patient Advo- cacy (TPA).

However, Dr Mark Vanderpump, consultant endocrinologist at the Royal Free Hospital in London, warns: 'Roughly five per cent of patients do not respond to conven-ional T4 therapy and there is active research being carried out to understand why these people react differently to their medication.

'We must take an evidence-based approach to what works best - there have been 12 trials that show T3 makes no difference to these patients' health. Clearly sufferers are taking T3 because they feel desperate, but clinical evidence shows it doesn't work.

'The current version of synthetic T3 results in dramatic peaks and troughs of hormone levels, which can increase the risk of heart prob- lems and reduce bone density. As doctors we have to work within guidelines from organisations such as the British Thyroid Association and the Royal College of Physicians.'

Sheila Turner, 73, who set up TPA six years ago after suffering a simi- lar experience to Gayle, disagrees. 'We want an enquiry into how this condition is dealt with by the NHS,' she says. 'Every day my inbox is full of emails from people who say their GPs are too frightened to step away from official guidelines.

'Cost differences or lack of evi- dence of the T3 drug working are cited as reasons not to change. This is ridiculous when we have so much anecdotal evidence to the contrary.'

The synthetic T3 costs [pounds sterling]43.32 for 28 tablets, while T4 is [pounds sterling]2.08, but Dr Durrant-Peatfield believes cost and ignorance cannot stand in the way of so many thousands of people being denied what they need.

'The truth is that T4 doesn't help many patients. It might cost the NHS under a tenth of T3 but why even prescribe a drug that isn't effective? In the meantime, thousands of men and women are suffering without the right treatment.'

Platform Gives Mopay More Versatility.(Cards)(Brief article)

Mopay Inc. has a new platform for mobile payments.

The Palo Alto, Calif., unit of MindMatics AG of Munich said its technology will allow merchants to run Mopay's services on Internet-connected devices running Apple Inc.'s iOS operating system, Google Inc.'s Android, Microsoft Corp.'s Windows Phone 7 and Samsung Electronics Ltd.'s bada, among others. The technology allows consumers to charge purchases of digital items and services to a mobile phone bill.

"Most mobile payments providers focus on Web purchases and in-app billing on the Android platform," Kolja Reiss, Mopay's managing director, said in a press release Wednesday.

The "brand-new mobile payments platform," Reiss continued, can be "customized for every platform, be it desktop PCs, notebooks, smartphones, tablets, TVs, game consoles, in-car entertainment systems, kiosks and even appliances."

Professional Retail Store Maintenance Association Taps ServiceChannel as 2011 Vendor of the Year.

The Professional Retail Store Maintenance Association (PRSM) named ServiceChannel as 2011 Vendor of the Year at an awards ceremony during its National Conference.

According to PRSM, the award is determined each year by a vote of retailers and industry vendors who select the company that they feel best exemplifies excellence in the retail facilities maintenance profession.

UN chief urges greater use of digital technology to improve living conditions.

TASHKENT, May 18 (UzReport.com): UN Secretary-General Ban Ki-moon on 17 May urged the world to harness the power of telecommunications and information technologies to improve life-saving services, promote sustainable development and foster international peace.

"The United Nations is committed to ensuring that people everywhere have equitable access to information and communication technologies," Mr. Ban said in a message to mark the World Telecommunication and Information Society Day.

"On this International Day, let us resolve to fully harness the great potential of the digital revolution in the service of life-saving relief operations, sustainable development and lasting peace," the Secretary-General said.

He notes that the use of telecommunications was crucial to saving lives in the wake of the earthquake that devastated Haiti in January. Communications technologies were used to coordinate aid and to provide desperately sought information about victims, Mr. Ban said.

"The [UN] International Telecommunications Union (ITU) and its commercial partners contributed scores of satellite terminals and helped to provide wireless communications to help disaster relief and clean-up efforts," he said, lauding efforts by the ITU and its partners to promote broadband access in rural and remote areas around the world.

"Greater access can mean faster progress toward the Millennium Development Goals (MDGs)," the Secretary-General said, referring to the poverty alleviation and social development targets that countries have agreed to make efforts to achieve by 2015.

"The Internet drives trade, commerce and even education. Telemedicine is improving health care. Earth monitoring satellites are being used to address climate change. And green technologies are promoting cleaner cities," said Mr. Ban. "As these innovations grow in importance, so, too, does the need to bridge the digital divide," he added.

The theme of this year's observance of the day is "Better Cities, Better Life with ICTs." Mr. Ban said that the theme was a reminder that communications technologies must be employed and disposed of in a manner that raises living standards while protecting the environment.

"Better Cities, Better Life" is also the theme of the World Expo in Shanghai, where the UN has a permanent Pavilion, and where the ITU today marked its 145th anniversary with the presentation of the World Telecommunication and Information Society Awards.

This year's laureates Malaysian Prime Minister Dato' Sri Mohd Najib Tun Abdul Razak; Chairman and CEO of China Mobile, Wang Jianzhou; and Robert Kahn, President and CEO of the Corporation for National Research Initiatives were recognized for their contribution to the ongoing digital revolution and their dedication to promoting ICTs as a means of providing a better life for humanity.

The Active Desktop looks and acts like a Web page and can integrate Active Content, like this stock ticker and ZD Net news headline.

Two or three years ago, when many of us first got to the Web, all we really needed was a simple browser to explore this new world. Now, however, life on the Net is more complex. There are millions of sites to visit, many search engines to use, and advances like push technology delivering more and more information to our desktops.

Microsoft Corp.'s Internet Explorer 4.0 has responded to these rapid changes by evolving into a rich suite of Internet tools. Besides its browser, it now includes integration with the Windows operating system, an e-mail client, built-in push technology, and tools for collaborating over the Web.

This update has received a lot of attention because of its push technology and because of how it merges with the Windows 95 operating system. We found both capabilities potentially useful but initially baffling.

One of Internet Explorer's most useful advances is in its offline browsing capability. You can now download a site automatically to your hard drive for viewing at any time by dragging the URL to a special folder. You can also set options for downloading, including a download scheduler. However, it permits you to download only one page at a time, unlike other offline browsers, which let you download multiple pages of a large site at one time.

Active Channels bring customized push content to your browser, such as business news that is tailored by you to be specific to your industry. At this writing, Internet Explorer boasts about 300 precreated Active Channels. You subscribe to a channel by right-clicking its listing in the Channels Explorer Bar and, in the menu that appears, choosing the Subscribe option.

The much-ballyhooed Active Desktop makes your Windows environment behave like a Web page and is supposed to allow you to navigate it just as easily. Essentially, this desktop integration is really a series of Windows 95 interface enhancements that changes the look and feel of your desktop. It isn't a magical interaction between the PC and the Web as Microsoft implies (at least not yet), but rather a series of interface refinements.

With these refinements, you can make small changes, like optionally setting the desktop so that you need only single-click on desktop options instead of double-clicking; or you can modify your operating system in more significant and useful ways, like adding your list of favorite Web sites to the Start menu, adding a Web address bar to the taskbar, or placing your favorite URLs on your taskbar.

Active Desktop also can deliver push content directly into small windows that appear on your desktop. These windows can provide updated information such as news and stock tickers, or contain simple utilities like an onscreen clock. Information providers, such as news sites, must create these desktop window applications, which you can download from either the content provider's Web site or from Microsoft's Web site. You control which content windows appear on the desktop from a tab that Internet Explorer adds to the Windows 95 Display Properties dialog box.

If all this push technology and the Active Desktop sound confusing, you're right. It took us awhile to understand the differences between the various types of information that Internet Explorer could push to our desktop, and once we did understand, we still didn't find it particularly useful. Although the push channels included solid information providers like The New York Times and The Wall Street Journal, most of the channels provided only lightweight information and entertainment. Much of the time, it feels like clutter with no real value.

Internet Explorer and Netscape Communicator compete more comparably in push technology. Internet Explorer's push content takes some getting used to, but its overall setup is still simpler than Netscape Netcaster's. Then again, Netcaster comes with 700 preset channels, which is more than twice what Internet Explorer offers.

The browser remains at the core of Internet Explorer. We found Internet Explorer easier to use than its competitor and the market leader, Netscape Navigator. We particularly appreciated the usability of its new Explorer Bar feature for speeding World Wide Web navigation.

The Explorer Bar consists of frames on the left side of the browser window that display specific types of navigational information. For instance, if you click on the Favorites button in the toolbar, an Explorer Bar frame opens on the left, displaying your list of favorite Web sites. Click on a link, and the corresponding site appears in a larger, main viewing window to your right. Since the Explorer Bar is always open, you can switch to new sites or go back and forth with single mouse clicks instead of navigating through the regular Favorites menu.

The most useful Explorer Bar contains a list of popular search engines such as Infoseek and Yahoo, and a text box for entering your query; the search results also appear in the Explorer Bar. This is much faster than the old method of finding a site, trying it out, and clicking the Back button until you return to the search results page where you can link to another site.

Another application included with Internet Explorer is a completely revamped e-mail and newsgroup client called Outlook Express. Outlook Express has three viewing panes: One displays folders and subfolders in which you can store messages, another displays the contents of folders, and a third displays the contents of messages. Outlook Express has a solid feature set, including advanced mail-management features like the ability to create rules for routing messages automatically to the appropriate folders based on content.

Both Netscape and Microsoft claim that their respective e-mail clients are vastly superior to the other's, but we preferred Outlook Express to Netscape Messenger because of the onscreen drag-and-drop folders for storing messages, and the ability to import addresses from the Windows 95 Messaging Inbox and Microsoft Outlook 97.

Rounding out Internet Explorer is NetMeeting, which you can use for collaborating over the Web in real time. Specifically, you can chat either with voice or text in real time, perform rudimentary videoconferencing, use an application on a remote computer, or conduct "whiteboarding" sessions in which you can create collaborative whiteboard diagrams with somebody in another location. To connect to the other party, you log on to a server that supports NetMeeting. (Microsoft maintains such a server for public use.) After you log on to the server, it displays a list of other NetMeeting users who are logged on. Once you find the person with whom you want to communicate, you click on a button and you can begin communicating.

Microsoft NetMeeting and Netscape Conference are equally easy to use, but NetMeeting supports videoconferencing, and Conference does not. In addition, NetMeeting enables you to run an application on a remote computer.

Also included is FrontPage Express, a simplified version of Microsoft's FrontPage Web authoring tool that is missing the Web site administration capabilities of the stand-alone version.

The only feature that Netscape Communicator 4 has that Internet Explorer doesn't is Netscape Calendar, a full-featured group scheduling program that doesn't have a sister application in Internet Explorer. In addition, notebook users may hesitate to install Internet Explorer because of its size; the full installation, including such features as NetMeeting and Microsoft FrontPage Express, takes up 59MB on your hard drive. Finally, the desktop integration features tend to slow down many last-generation PCs.

The Internet has grown rapidly in the past couple of years, and Microsoft Internet Explorer 4.0 has grown with it. Once an also-ran browser, it now is a compelling suite of sophisticated products for anybody who uses the Internet. Internet Explorer drastically changes the way you look at and access the information in your computer and on the Internet.

CURRAN MAKING AMENDS; Paul ferry thankful for fitness ALL-IRELAND HURLING SEMI-FINAL Waterford v Tipp, tomorrow.(Sport)

WHATEVER the outcome in tomorrow's All-Ireland semi-final against Waterford, Paul Curran will at least be relieved that he won't have to make a dash to Rosslare for the ferry.

The Tipperary full-back has spent most of this year in Wales where he was undertaking a post-graduate in primary school teaching, making the trip back home every weekend for games. "I could write a book on Stena Line," he smiles.

"You appreciate it more when you are away. I have enjoyed my hurling a lot more this year. Only when you are over in Wales do you realise how you get caught up in it here.

"You are only across the water but 30 per cent of them over there wouldn't know what hurling is. When you come back you're hungry for it. It was hard but everyone seems to be enjoying it.

"The university was in Aberystwyth. A lot of Irish over there, about 60 per cent doing the course were Irish.

"There was a guy from Galway, Barry Quinn, I was lucky to have him. He plays club hurling for Ballindereen.

Only for him I'd be well behind. He used to come training with me. He was excellent. He'd always come out."

Curran also trained with a rugby league team in an attempt to keep his hand in.

"It was just something completely different. I was meant to play a match but in the end I didn't. It was a team just from the college. It was better than training on my own. I'd just get bored.

"There was a lot of tackling, we used to have tackle bags there. A lot of footwork. They didn't do a lot of skill work.

They couldn't believe it when I'd jump up to catch it over my head."

The course has since finished and Curran is back home and looking for work, but it did eat into his Championship season as he completed his teaching practice in Pembrokeshire.

"Even after the Cork game I went straight back on the Sunday night. They don't know any different, back to teaching on a Monday morning.

"I'd always be down pucking near the sea front. They'd always be looking at you, inquisitive. They'd love it. The Welsh guys on the course would be looking up about it on the internet.

"The kids at school were fascinated by it. It shows you that you could spread it if you wanted to."

It's a tribute to Curran's diligence that he has managed to re-establish himself as one of the best full-backs in the game this year despite his intimidating schedule, and the fact that in his absence through injury last year Declan Fanning came in and earned himself an All-Star in the position.

"Myself and Declan have a great relationship, he got a break last year when I got injured, he went in, he was flying, he kind of got injured this year and I got back in."

Curran first made the position his own in 2003 after Philip Maher's disastrous leg-break in the 2003 National League final defeat to Kilkenny. Up to then he hadn't even been on the panel.

"That was my last year in college and I had opted out of the panel. I had planned on going to America, Boston, I had the J1. Then he got injured, I was asked to come in to training but sure they knew once I came in there was no way I was going to America."

They got to an All-Ireland semi-final that year and before now hadn't reached one since. They had been beaten by Kilkenny in a classic semi-final in 2002, Nicky English's last game in charge, but a year later they suffered a 12-point walloping from the Cats.

"I suppose we just weren't battlehardened. Even our training games we weren't geared up to it compared to this year where we have 33 lads fighting.

"After that we had two Munster final defeats to Cork, it doesn't be long going. Even if we had won either I don't know if we had the belief to beat Kilkenny.

"I think the turning point was the 2002 All-Ireland semi-final when Kilkenny beat Tipp. Nicky English left, Tipp went down. It would have been interesting to see what would have happened if he had stayed on."

After years of underachievement though the set-up under Liam Sheedy appears to be just as the players want it, with not a squeak of discontent.

"The whole system that was put in place has really helped. There comes a time when you say, 'hold on here, we'd want to be winning something'."

Curran has helped buck that trend as much as anyone this year.

MATCH VERDICT

ONCE again Waterford return to the semi-final stage of the season which will define their year.

Win tomorrow and their action against Justin McCarthy is justified. Lose and they have, at best, stood still as a team.

Consistently they have failed to perform in All-Ireland semi-finals.

The only one when they came close to doing themselves justice was in 2004 but a flying finish wasn't enough to catch Kilkenny after handing them a three-goal start.

They need to fire on all cylinders tomorrow against a Tipperary team which is a very different proposition to the side they have beaten regularly since 2002.

Tipp have a much better shape to their team with Brendan Cummins, Shane McGrath and Eoin Kelly all heading for All-Stars having been left out last year.

They are finally playingto their potential and while an All-Ireland might be beyond them this year, reaching the final isn't.

There are too many question marks over the Waterford line-up and, though they will most likely produce their best performance of the year, it probably won't be good enough to beat Tipperary this time.

VERDICT: Tipperary
